My understanding is that Man City only signed him because they need a certain number of "development" players to qualify for UEFA's FPP rules. .

If that's true it's a win/win for Celtic. If he doesn't develop as expected he goes back to Man City. If he does fit in at Celtic then we get a good player for a low fee.

It's a sign of the times how rich the EPL clubs are that they sign young players for a couple of million just to avoid breaking UEFA rules.
