The agenda was to pressure religious institutions to marry gay folk or face prosecution. This is why it took a while to pass the law. Civil partnerships were and still are explicitly different. Any attempt to force religious institutions to marry people that they didn't want to was never going to pass. The religious made it an issue by having the gays banned, imprisoned and killed. It goes back a bit further than gay marriage.
