As someone (no idea who) already said Mick, "World Class" is highly subjective but in this honest citizen's opinion England have produced far more players of a very high calibre because they have had more players than Scotland due to the larger population. They have had dozens of fantastic players over the years whereas Scotland have probably produced a dozen at most.
