Firstly she must have a job description, and accepted one BEFORE joining City. If her employers are preventing/inhibiting her fulfilling those duties effectively and successfully, then that's tantamount to constructive dismissal and she should walk! If she doesn't (as matters currently stand) then that's her career experience and background potentially down the tubes!
