If the millions of people worldwide who will never go to a game really object to it then it won't happen. They are the reason the PL teams are so loaded, and a big reason why the PL has become the "bestest league in the world" is obviously because of the money, but people enjoy watching it due to the atmosphere at the games. Safe standing will potentially improve that so I can't see why anyone would be against it.
