Crowd safety problems, don't know the exact details but I think it's a safety barrier/railings issue.

It is true but, from what I can remember, Spurs pre-empted this earlier this year when they applied to play their first few games away. At that point I think they also asked for provision to use Wembley in the event of problems and got other PL clubs and the League to agree short term use for unspecified number of games.

I don’t think there was any agreement beyond them playing a few games away and one game at Wembley. The opening was firmly scheduled for the Liverpool game on the 15th. Patently this now isn’t going to happen so they’ll have to request a further dispensation. I’d piss myself if the PL told them they’d now have to play the full season at Wembley due to their inability to adhere to the promised schedule, which by rights they should do. They obviously won’t btw, which is a real shame.
