1 If they are relegated then they cannot be punished further so that would be the matter over avoiding more bad press, and 2 they are probably going to be relegated anyway, just next season, so they would rather get it out of the way, be promoted and start with a clean slate next season, meanwhile reducing the chances of mass player departure.

Can you imagine what would happen if this was an English club? Blatter would no doubt ban all English clubs and no doubt the international team for a few years and tell the rest of the World how evil we are and not to listen to us.
they may be worried by ther italian precedence. juve were relegated two divisions and on appeal it became one. they may just be wanting to volunteer for a quick punishment knowing whats coming but the authorities seem to have rejected it so you can guess whats coming for them
