To be fair I'm a bit surprised prisoners are allowed to smoke in their cells - it's almost a hanging offence for us addicts to smoke anywhere in public these days.
I wonder what the HONEST answer regarding the human rights of prisoners would be if YOU / your family were the victim of their crime ?
