Footballs financial landscape has changed markedly over the last 5 years, the money Roman spent building the title winning sides won't buy 2 worldclass players, Chelsea aren't a giant like Liverpool, United or, to a lesser degree, Arsenal, to be able to generate the money to buy those players. He doesn't have the money of an oil Sheik and his business holdings have taken a big hit, Chelsea must support themselves now, and I don;t think they can maintain the same level they had when he was bank-rolling them, net spend over the last 4 years is less than Palace.
He sure is spending less. However he's still worth 11.2 billion USD which I believe was more than when he bought us for.

i was quoting forbes which is a pretty reputable source. The russian economy has been in the ****ter when commodities prices went **** and then the sanctions hit but oil prices are at a 3 year high and even historically this is a high point except for when it went mental at the height of our economies and hit 120 (which isn't realistic)
