I think they are very good at cooling the air , don't ask me how it does it, It just does . Noise wise compared to a " Traditional pedestal fan " I would say very very quiet . We managed to sleep with it going all night in a small room on holiday a couple of years ago when it got blisteringly hot in Suffolk . Easy, get a polystyrene box with a lid, fill up 6 empty milk bottles with water. Freeze but allow for expansion, cut in two 3” plastic 45 degree elbows from the pluming shop. Also cut a hole in the top for a square fan to sit fill up the box with the frozen water bottles and Bingo! AC for under £15 quid.
