So I wouldn't consider either of the places being mentioned as being local to each other. Is Birmingham local to London? It is less from there than Sunderland is from Hull. Sunderland is slightly less from Manchester than it is from Hull, do Sunderland people consider Manchester local? In fact Manchester id 40 miles nearer Hull than Sunderland. Is Manchester local to Hull?
