If someone has created a twitter account that they’re openly claiming belongs to someone else and it contains obscene material and is therefore potentially defamatory then they’d better hope they’ve both covered their tracks and picked on someone who doesn’t have the means nor desire to pass this onto the relevant authorities, would be my view.

Even if impersonating the person, unless you actually defame them, it's not a legal issue
You can say what you like with an impersonated account, you need to make a claim about the person specifically, that can be deemed defamation, just posting stuff under that name is not defamation.

As far as I can tell any way.

hacking an account and saying stuff, probably a different matter, maybe two crimes, hacking and defamation.
