Agree Follow their plan,it would have to start with a good scouting network and someone with an eye for good grafters,not sure we have one of these as orta's eyes by and large has failed him with the 2nd rate dross we have signed up.Also a talented manager helps (brighton,bournemouth,huddersfield all have quality managers) good owner/s also a huge plus,as this makes for a stable environment. Don't they also benefit from the clubs in Italy and Spain they are associated with. Maybe that's what our UAE academy connection is trying to emulate and the culture club link.
