    Cornwall is fantastic. If by some miracle I won the lottery (even though I don't play the lottery) I would move there and buy a big house in Marazion, right next to St. Michael's Bay and live on cider and Cornish pasties.

    That doesn't really work though. People's circumstances change, so you may be financially capable at first, and get given permission, then a couple of years the **** hits the fan and you're no longer capable. Or vice versa. Unless you're proposing people accumulating enough cash to raise your kids for 18 years in advance, which would be ludicrous given the cost.

    Lots of things are "unnecessary" put people still do them because they want to. If we only ever did things that were necessary, life would be very dull <ok>

    No, I'm not suggesting that but if two adults are in well paid jobs and have a secure home and savings they are in a far better position to have kids than a couple of chavs on the dole.
