    That’s complete bullshit

    Everton haven’t been turned down by anyone ffs, this agreement was to allow access to the councils ultra low rates, compared to the commercial rates a football club would be offered <doh>

    Yes it has. The council are proposing to act as the lender now and not the guarantor. Therefore EFC don't need to get access to the council's cheaper loan rates because they are getting the money directly from the council. How does the SPV fit into this model?

    Here's how the SPV was to work -

    • A funder will acquire a 200-year Head-lease of the land for the new stadium from Peel Land and Property.
    • The Funder will lease the stadium for 40 years to a SPV, a company set up, owned and controlled by Liverpool City Council.
    • The SPV will sub-lease the stadium to Everton FC (EFC) for 40 years, less one day.
    Here's what was said a few weeks ago as to the new way of financing the stadium -

    When the club’s finance deal with the council was first announced last year, the council was going to act as a guarantor on any loan to Everton.
    But since then, after discussions between the council and the club, ideas have changed.
    According to the mayor, the council should make more money from lending directly to the club than it would from acting as a guarantor.
    Mayor Anderson said: “Instead of a lender getting the profit and LCC acting as securitor, we provide the loan, we get security and a plan that means we’ve got guarantees so we cannot lose.

    How can the council possibly, at the same time, be both the leasor [Funder] and the leasee?

    It was a alternative proposal, not a definitive end to the SPV model which was originally proposed.

    It's a proposal which, if voted for by council, will most definitely end the SPV idea as it's simply a completely different deal offer.

    If the new proposal goes ahead how do you see a SPV fitting into place when it's whole purpose was to act as guarantor?

    We've no way of knowing what drove it. Joe's desperate to leave a legacy. The city being overlooked for the CG could have motivated him.He announced to the world via EFC AGM [or whatever] that the council will loan the money for the new stadium because they [council]can make more money from that deal. The change of plan means that the SPV is a no-goer and the intricacies of setting that up could have been the catalyst for seeking alternative ways of funding. Whatever it was it was reported as .... after discussions between the council and the club, ideas have changed.
