It would be pretty unfair if he couldn't pay for the stadium himself and then rent it back to the Chavs for a nominal sum. Citeh got gifted theirs and Yoyo Olympic basically get paid by the tax payer for playing there. Our model is better though, hopefully rents etc. from the surrounding area will filter their way back into the football side of things.
The issue is that the mentioned 1bn was cumulative over more than a decade. To build a new stadium is going to require a lot more upfront money. Money that Oligarsky is seemingly either unwilling or unable to cough up.
