Give an example of this? By definition joining an entity involves adhering to its rules. It would be odd if the entity didn't try to enforce breaches

The EU Commission has one commissioner per member state. Whist they are not directly elected, they are appointed by the country they represent. The EU Commission is however fully accountable to the EU parliament.
