If it's acceptable in domestic football, it's hypocritical to say it's unacceptable in international football. Arguably, there should be some kind of managerial transfer window at the very least.
Don't think a managerial transfer window will interest the clubs....for every manager you might want to keep there will be 2 you want to ditch. The clubs will want to shift an unsuccessful manager even though a hefty pay off is usually involved.
Well, that would be for managers currently under contract. Managers out of contract you can sign whenever. You could sack your manager whenever too, as long as you realise you would not be able to acquire a manager who's presently under contract. Therefore you would need to sign a non-contracted manager or use a caretaker manager within the club.
Just goes to show, if you wait around long enough telling people you should get a job, you'll apparently get one. Screw starting at the bottom.

In fairness I think it's a bit different with international football... Quite often you get managers take charge of their country as their first job... Particularly the lesser nations with a smaller pool.
