That’s false - Raphael honigstein (who covers the buli) confirmed that isn’t the case in Germany. Bayern are free to negotiate
Graeme Kelly is pretty well connected as well. I’m guessing Liverpool was a serious option for Leon but Bayern was too big to turn down.
