they have the cash to spend and some talent. But wenger doesn't like paying top dollar for players. He seems to fully invest in the 'no value in market' theory SAF was talking about. I did like the quote where all the players were asking him to spend money and he said 'yes they are asking, but when i go after a player in their position they quieten down'
