Well I have and by that I mean 9:30pm - 10pm after leaving work, you get those of an intoxicating nature wandering around, and believe it or not folk from Barton and beyond regard Hull as a decent night out, especially the bingo lot, bus passes help of course. So a bar would not be helpful at all, there are a couple within the Interchange's doorstep if you need, Propaganda, and Admiral Of The Humber, and Ebenezer Morley are not far away. A bar, no.
City of Culture, eh? Stations all over Europe have decent bars and decent cafes and restaurants not chain rubbish. Of course they have less scum bag types and proper policing.

Oliver bonds have units in a few train stations, would be good to get an independent shop or 2 in there. Good for tourists and generally high footfall.

Stations in places in Europe with similar populations to Hull have stations with decent bars, cafes etc. Large city ones are even better than our large city ones. It isn't just Hull, these comparisons apply between stations all over the country and European ones. The Common Market had little, if anything to do with rebuilding Europe. But this discussion would veer into politics so I'll leave it.
I would suggest that you don't use busses much, the Interchange is not a place suitable such an establishment, the last bus is around 11pm, then what throw everyone out? 11pm is the latest that I have been there and believe me there is no security or anything else, its deserted. Beyond 11pm I have no idea what it is like as by then I hope to be on a bus home.
Please yourself but you are still comparing Hull with the vast landmass that is Europe where inter country travel is the norm, with Hull its Hull and that is it.
Try popping into Linienstraße behind Dortmund Bahnhoff, Frankfurt or Copenhagan; beautiful cities with their fair share of scum.
