It's a common theme with powerful people who lean towards authoritarian rule - they would prefer to remove opposition and protest in the name of being a barrier to progress In reality it could refer to the true fanbase of any club
Besides what AA says should only be seen as a deflective tactic - a potential buyer, seriously invested in buying the club would know what the underlying issues were regarding 'militant fans'. They would surely have researched the reasons why there are protests and this would not be used as a reason not to buy. If you're a new owner, it could be a positive thing - to come in and fix the differences. The stadium ownership is a more primary concern as it's not an asset to lend against.
