In rugby if the ref isn't sure that the ball was touched down he consults the officials who look at the replay and they tell him if a try can be awarded or not so that a TRUE reflection of the score can be noted. It should be the same in football so that TRUE reflections of the teams can be recorded so that offside goals which are against the rules can be ruled out. City had TWO goals which should not have been therefore 1-1 is a TRUE reflection of their form. Their form is not good enough to truthfully claim that 3-1 is fair. Personally I think that a video review of the third City goal would not have shown that it was clearly offside. It wasn't sufficient clear cut to overturn the on field decision.
A lot of individual football matches are decided by luck. It's not possible to deduce anything by looking at a few goals.
