Something needs to be done about this. Effectively the two richest clubs can own all the U21 talent and therein stifle their development at a parent club. This has gotta be wrong?

I think there should be a limit on loaned players of, say 5.

Agree about limit for loans but mine would be nil save for emergency.

That would arguably hinder the development of players even more and further harm the national side in the long term.

Short term maybe. But the young players will see that it is a disadvantage to go to one of the so called elite clubs to sit on the bench and play the occasional League Cup game. They will decide to go to the Everton’s, the Southampton’s, the Newcastle’s etc to actually play football in the first teams. I would have quotas for British based players to ensure foreign based players do not dominate the PL teams thereby creating space for the youngsters in their first teams of choice.

The supposed standard of football may drop initially as there would be less of the so called foreign mercenari... sorry stars playing here but that for me would be more than compensated by the increased number of young English players playing which, again for me, would enable the national team to improve and compete at the top level. You never know we might even win the World Cup again.
