Well of course. The thing is, IMO they're entitled to reclaim the money that they've invested in the club. Doesn't matter if the money is there by luck or good judgement. The only problem is when they espouse stuff such as "gift to the city" and make it like "breathing air, free of charge". I don't agree with the way that the club, and particularly the SMC, has been run but have no problems with them pocketing the parachute payments (as long as they are honest about their intentions). Tennis balls aren't going to make them leave. Parachute payments running out and a crowd of 8,000 will make them leave, whether it be via sale or liquidation (which itself might see them run out of town). Their target is probably to keep the club in the championship until the end of next season with expenses as low as possible.
