Well last year France spent 2.3% of GDP on defence, compared to 1.9% for the UK if you include military pensions (which the UK do in their figures). Germany in recent years have historically for fairly obvious reasons resisted having a large army and there's a certain irony that people are now berating them for not having a larger army particularly when they get accused of being too dominant in Europe/The EU.
According to the official NATO figures for 2016 France was 1.79% and UK was 2.17% both including pensions, and that's from the NATO press release 2017.
Yes it does all seem to get confusing as there appears to be quite a few contradictory figures - I took mine from Stockholm International Peace Research Institute https://www.sipri.org/about which the World Bank also uses as their source. The main reason seems to be that SIPRI include spending on paramilitary forces such as the Gendarmes which I'm not sure are included in Nato's figures https://www.sipri.org/commentary/topical-backgrounder/2017/monitoring-military-expenditure
