Those wanting to buy a club must pass the owners and directors' test, which clubs agreed to tighten up in June. It is designed to stop people damaging the "image and integrity" of the league and its competitions. "What the test never gets credit for is how many people it stops from applying to buy a club," Harvey told the BBC. Speaking to BBC Radio 5 live, the 47-year-old added: "It is only easy to pass if you have not committed any of the acts that mean you would fail it." "How many people don't come forward to buy a club that otherwise would have done because of the test? I think the number is quite significant. "They are the ones we are looking to prevent from buying our clubs." What are the rules? The test is designed to make sure owners, directors and officers of clubs meet a set of standards which protect football's reputation and image. The rules apply to anyone wanting to own more than 30% of a club's shares. Any prospective owner cannot have been declared bankrupt or have a criminal conviction. The Premier League brought in a similar test in 2013. "The test comes under scrutiny, usually when clubs of fans are unhappy with what is going on," Harvey said. "There is a fixed set of criteria and if you meet the criteria you are eligible to run that club - and if you don't, then you aren't."
Leeds are interested in signing Danny Ings from Liverpool when the transfer window opens in January. The Whites apparently believe that the former Burnley marksman "holds the key" to helping Leeds win promotion back to the Premier League come May. It has taken the 24-year-old a year to earn chances in his favoured number nine role, after being used on the wing under Garry Monk last season to little effect following a £3 million move. Roofe, who has five goals up front this season, is now Leeds' second-choice hitman behind Pierre-Michel Lasogga but the signing of Ings would push him further down the pecking order and few would blame him if he considered quitting this winter.

Seems a bit of a silly statement because I don't see how the FL would know for sure how many potential owners have been put off because of the test, unless you still have to resister some initial tentative interest to be an owner. Otherwise it's a bit like blocking unavailable numbers from your smartphone, you'd never know for sure but as long as you're not receiving any calls, then you know it must be working.
If Ken Bates passed Mr Harveys " image and integrity" test it would be difficult to find anyone who would fail the test.

Morning all, firstly O'Kane was a bad decision and why allow him to go with Ireland if hes injured? Something not right, maybe the club didnt know he had a cracked rib, either way its crap. Viera injured too so Klich & Phillips was the right choice surely. Never read anything that cnut Harvey has to say because as far as Im concerned anyone who takes 2 clubs into administration and one of them twice ffs, should never get the top job at the obviously corrupt EFL Glad about the Ings story because if Ekuban, Grot, Cibicki, Roofe want it to not happen they will have to step up and do what they are paid to do.
TBF to O'Kane up until recently he was playing a blinder, it doesn't our fickle lot to get on players backs. It's no wonder IMO that some of them play with fear.
