Pretty close! The League Champions are most likely to be the best team but are not certain to be because luck can still make a few points difference over 38 games. There is no way of removing the luck component so that isn't a flaw in the system. If bad decisions occur randomly then there is no mechanism by which they can even out. Look at the lottery numbers - even after many years some numbers have come up a lot more than others. Spurs were sufficiently behind both Leicester and Chelsea that luck couldn't have made the difference.

The specific comment I was first replying to was the assertion that Spurs had the best starting XI was laughable. I've never claimed that Spurs have been hard done by. It is important for people to understand that bad decisions don't even out, though, because that is often used to argue against using technology to improve refereeing. Which is why I've carried on the discussion for so long despite people accusing me of making arguments that I have not made.
