I think he like many other Spuds have succumbed the the Spud mantra and doctriation whereas having the third or second best team equates to premier league champions. And 56 years of waiting is we are building a squad that can challenge for the title.

Yes the 'best team' wins the league in any single season because they gather more points than any other over a prescribed number of games. A simpler method of classification might just be to take player values each season ... but football success is ultimately defined by winning things and the most costly squad doesn't always win the trophies on offer (but should be favourites to do so).
What is the point of Liverpool teams in Europe, they are both crap and an embarrassment. Can we swap them for better teams like Palace and Newcastle?
Try to remember how this discussion started. The longer the period you look at the less luck matters. Do you remember the season where Aguero won the title for Man City with a goal in added time in the last match. According to your logic that means City were undoubtedly the best team. If the ref had stopped play wrongly just before the goal then Man Utd would have won the title and so would have been the best team. Actually they were almost exactly the same and one of them came out ahead due mostly to luck.
My point is that 38 games is not always enough to determine which the best team is. It's defined to be the amount necessary to determine who wins the trophy but that isn't the same thing.
