Depends what you class as a Sexually mature girl. Some would say its when they start menstruating, but for some girls thats as young as 11 or 12. And I would definitely not class a 12 year old as sexually mature. Not emotionally anyway. It's definitely not as soon as they "have tits and hair", that can also be as young as 12 or 13. There's faux outrage, and there is just a guy trying to rationalise ephebophilia.

If every case was decided on its own merits, Judges and solicitors would have no time to do anything else but deliberate constantly on it. I'm not saying that I agree with him, but you could probably apply that to a 16-year-old daughter, too. At what age does it change?
Got 3 daughters ... eldest now 24 and middle girl now 17 - physically they were both 'women' earlier than 16 and many of their friends were too - both of mine were able to get into bars / clubs before they had turned 16 ... however, emotionally and mentally they are not women before 16 (and arguably not for some time after either) ... whilst it would be a bit hypocritical to criticise what happens between them and boyfriends of their own age group prior to being 16, it is inexcusable when men who are a lot older target girls of that age.
But, as you say, you don't think that they were mature enough for years after that, either. Unless we're going to introduce age differences into the law, then I'm not sure what can be done. I doubt you'd be too happy with a 44-year-old seeing your 24-year-old, for example. Should it be illegal, though? Probably not.
