Not sure "He is not for sale" could be any stronger.

I love the way they all think that if he doesn't go to Liverpool, then we will have to sell him to someone else.

And I also don't get that Liverpool can match a bid if we accept an offer....well, they can, but wouldn't make us sell to them. If I had agreed a price for a car, how is that affected by another punter running through the door and saying I'll match her price.....especially if that punter was known to the garage as a shyster. If VVD said I will only go to Liverpool, we just shut the shop and nothing has changed..
