You can't just dismiss Portsmouth and Wigan like that mate. They have been more successful than Spurs since then.
We have more trophies, 13 league titles to their 6. But they have won the league more recently than us. Although we have 3 trophies in the last 4 season. Again though, this has nothing to do with Spurs being in Arsenal's shadow, where we have 13 league titles to your 2. The last of which you won 56 years ago. You also haven't won anything of note for 26 years. In terms of winning silverware, Spurs simply cannot touch Arsenal, the gulf is huge.
