Do they? Football clubs are private entities and are allowed to accept/reject offers at their will. They are not obliged to accept identical offers.
Tbh lets wait and see what 100mil up front is... 5.mil a year over 20 years? 100mil all now and the 30 odd are achievable within 3 years then on yer bike yes. Otherwise barca expect tbe player to be given to them.

I'd be quite interested in how many rumours actually happen, I imagine it's a very low percentage. Sick of it all now we need to get a defender in without a doubt and if it's not VVD then get another target it's very frustrating.
