It's not so much Swansea trying to "replace" Sigurdsson, since that is not likely to happen. More like bringing in a few players to make the side more balanced and competitive. Someone in the Swansea camp feels that Clucas could bring something to the Club, hence the bid. Just my take on things. Good luck for the season, by the way.
No new signings for tomorrow then that's another week gone by. No Hern I think Ehab rings up and asks how much do you want they give a figure we offer a few million less knowing we've no chance and then Ehab can get it out that we tried. I wouldn't be surprised if he goes for a free transfer and asks if we can have the player plus some cash back.

£20,000,000.00 is not a feasible sum for Swansea, even though they have just sold Sigurdsson for an alleged £45 million. Some of that has to go to Tottenham, some add ons, so the actual gain is far less, and has to be spread over two,possibly three new signings. If as reported the bid for Clucas was £12 million, I would expect a slight increase, but there comes a point where sanity prevails and the Club will walk away and look elsewhere. It's a little early in the season for Swansea to be "desperate".
