I'm not really sure what constitutes tapping up anymore.

 

It is weirdly ignored now, just completely glossed over as being part of the game.

Im guessing he means we would have agreed a fee with the club, but then talks with the player break down. Or whilst negotiating a fee with a club and permission has been given to talk to the play, but eventually the clubs cant agree a fee.
