Have always favoured stocks....a nice dose of humiliation for minor crimes would work wonders. Tagging seems to be seen as a rite of passage...can't see that being true for being jeered at with a sign hanging round your neck saying what you've done. In the interest of health and safety, I would let them wear goggles.
