See this and the coutinho thing...itll not happen but itd be easy to solve..
Put a rule in that you can't even put a bid in for a player unless:
A he's in the last year of his contract.
B the owning club publicly say they will listen to offers.
C the player puts in a transfer request.
This would stop all the games...be it club...player or agent.
A: would kill the transfer market. No player would sign for 3+ years
Easier to just change the way agents work
