I think this is the way that the operation goes. Take prospects on, then if they make the grade they are worth loads of money, but if they don't then they are still good enough to get their money back. Every so often you uncover a gem which is good for the club, and in the end a large transfer fee.

I get the impression this is for our first team and not sure they would pay that much just to send him straight out on loan when it's exactly the type of player we need. I don't think he will start straight away but from reports, it sounds a coup that we got him There's a few who sound confident he will get a work permit - possibly not initially but certainly on appeal - and seems to be a few things they take into consideration; he has been playing for a high-ranking nation in both their U17s and U20s, the value of the transfer (and wages) plus the status of the clubs.

I will reserve judgement before using words like 'coup' - this will be our 3rd highest transfer fee, and that for a player who has never played outside of his homeland and has only 1 and a half seasons under his belt ? To me that does not sound like good business - comparing this to eg. Capoue's record - 2 seasons at Spurs, 6 at Toulouse, and 7 full caps for France - yet cost 4 million less. Or Chalobah, being at half of the fee for Richarlison.
The 'Coup' bit is more it was rumoured Chelsea were interested just a couple of weeks ago, and we can beat a team like Ajax to such a signing. He's meant to be highly thought of in Brazil... Although as you say, we will just have to wait and see how it turns out, but for me this is still a rather exciting signing (assuming it does go through).
