Google a list of twin towns, loads of places, many a lot smaller than Hull are twinned with up to 6 places.

If it worked that way they would have to drop Freetown as since 1979 they have twinned with places in Japan and Poland and Reykavik. Even lil old Brid has two twin towns. Both in attractive places in France and Germany which gives councillors 2 jollies worth going on each year.
