Twin when used as a verb can mean join, link or combine, it just dorsn't refer to two chilren. Google a list of twin towns, loads of places, many a lot smaller than Hull are twinned with up to 6 places.

Precisely. They were linking it with C of C. Doesn't mean previous twin towns were demoted. If it worked that way they would have to drop Freetown as since 1979 they have twinned with places in Japan and Poland and Reykavik. Even lil old Brid has two twin towns. Both in attractive places in France and Germany which gives councillors 2 jollies worth going on each year.
