There wouldn't be any, it would be like American sports I would guess in that sense. They might eventually have 2 Super Leagues with promotion and relegation between the 2 I guess but I would imagine at the start it would be 1 league with no promotion or relegation.

He hasn't said a bid has been made. He has simply reported the same as everyone else; that PSG are willing to lay hos release clause and that there is serious interest. Not as if he broke the news so I doubt he has any inside information
A club can still stop a player going.. I can see him going. Barca aren't doing that great finance wise.
They can't stop them leaving if the release clause in the contract is met. They can try and persuade the player with a new contract, which is what I expect will happen, but if Neymar wants out and the clause is met he is free to leave.
Arsenal met Suarez's release clause but Liverpool didn't sanction the move. I know clauses can be different but that's not always the case. A lot of clauses are simply the player is allowed to speak to the team that offers the amount.

Yeah, I don't believe Suarez had an actual release clause. But in Spain I believe it is a legal requirement for every player to have a minimum fee release clause which is why the likes of Messi and Ronaldo have ridiculous release clauses.
