Certainly if I take a piss....100% of the time I will wash my hands.
If I make contact with my dick (to adjust or rummage) then I will wash my hands if I am at work say. If I am sitting alone at home watching TV then I maybe wouldn't.

For me, going for a piss is an opportunity to wash my hands, so 7-8 times per day on average I'll wash my hands after having a piss. Not because I believe my cock is a cesspit of grime and fecal matter, but because my hands are dirty from touching things throughout the day. It's just a convenient time, plus I leave the bathroom feeling clean.

As far as toilet hygeine goes if a man went for piss and didn't wash his hands and then made me some food or went to hold my baby, I'd probably want to rip his hands off and force feed them to him.
