I see what you are trying to do here but its already catered for. The issue of puberty is also explained with the issue of "maturity" of time and societies or groups of people. So the social dynamic has to be considered of any given group or society if people. This is hukm khas and khum aam. In simple terminology. In English it would be general ruling and specific ruling. In terms of sex the issue has never been age in Islam as it was in america and Europe (if I recall even in the 20th century america had 7 as the age in one part). Islam placed puberty as the minimum for but said to take in societal and social norms into account Problem with people today is you judge according to where you are, but religion wasn't just for you it's for all. So in Europe where age of consent is 12-14 and place where is 16 and 18 are all covered.
