I was thinking something similar. As long as MITO allowed it I was thinking the 2 SWATs could protect each other but your plan is better as it means I could get lucky and kill someone.

There is a flaw in your plan. The mafia and serial killer could attack Chippy tomorrow and then you won't be able to save him. If I protect him as well then he will be safe and I would kill one of the evils in the process. Of course it will mean I won't be safe. Of course you could protect either of us and give them only a 50% chance of being successful
