Many times add ons are only a formality, but as said, it's all guesswork and it's never really confirmed except in exceptional cases like Martial. A portion is at the least appearance based to cover for any major injuries - a reason I suspect Mason won't end up costing anything near 13m, nor Marshall his reported total.
Or just as a general form of insurance. If the player has no history of pre-existing conditions, the seller sees it as guaranteed money, while the buyer will be happy to be covered in the off-chance something does go tits up; and if the player does have a history, the seller will likely have to see it inserted to get close to a fee they'd want.
Form, change of manager and all sorts of factors could come into it though. He might have a jolly good season, be tapped up by Barca and force through a move at a similar price before he's had chance to trigger any meaningful amount of add ons. He's worth £17m of anyone's money IMO.
Which is why you see some managers drop players to deliberately prevent triggering clauses that cause them to have to pay extra to the selling club. You'll likely never know whether the add ons have or haven't been triggered. So there's no point getting upset by them.

We don't know the add ons to be fair. If it's an England call-up or 100+ appearances or whatever then you'd have to say it's a good deal. 12m as a base price is fine. He'd cost north of 20m if he had a longer contract.

But that's because a few years ago Maguire was playing for Sheffield United in League One. 12m is fine for a young English centre half who had a very decent season.
I think you've done well to get him for £12 million upfront. If he makes the England team and carries on performing like he has done in top flight it could easily be double that amount in 12 months time.
