I can't see the Allams appointing a dof, it's an extra wage to pay and a relatively pointless one at that.

I seem to remember thinking Tom was better suited to the EPL rather than the Championship in the 2015-16 season. He only made 24 starts in that season, but came on a lot as sub. He didn't get as much time on the ball in the championship, and looked better suited to the Premier league IMO. I would still like to keep him, because if the Slutsky comes in he apparently likes 2 sitting defensive mid-fielders, and him and Clucas would be well suited to that roll.

He's been offered one, I don't know if he's signed it or not. Harris mentioned it the other day on SSN that they'd offered it and were in talks, depends how much of an option he sees us as.
DOF can do a whole bunch of different things, but from that YP article - which, yes, isn't confirmation from the club but is the best we have to go on - Ehab is wanting to take a step back from transfers and let the DoF handle it. So I would hope ours would be more involved in negotiation of contracts, player purchases, etc.
You're right though, the specific comment about replacing Ehab I think came from the HDM which is less reliable:
