Jihadist attacks have been happening for decades. Remember that they were hijacking and blowing up planes in the 70's/ 80's. Because it is a lot easier to travel across the world now, the suicide bombers that were once confined to the Middle East can now carry out the attacks in Europe and elsewhere. You cannot negotiate with a nut job that is intent on killing themselves and taking others with them. You can only hope to try and stop them before with correct intelligence.
