Totally wrong SH. Things have changed since you left. At least 60% of my ex pat friends are here working and most have formed their own properly registered companies. The remaining 40% are not early retired, but retired in the UK, then came here.

You must live in a strange area not representative of France. There are many early retirees UK living in France who are too young to be registered as retired. Many may be living on dividends or rental income from the UK.

You must live in a very poor district. Where I lived in the Tarn and Toulouse there were many financially independent early retirees. There is no reason for that to change unless France's deterioration has guided them elsewhere. There has been changes to the double taxation agreement and some removal of tax perks for international pilots to make it a less attractive destination. The marked devaluation in property values and the inability to find buyers would also be a deterrent to buy higher value properties. My friend has been trying to sell his house for 9 years, despite a drastic price cut.
I would also add the recent denial of automatic inclusion into the French health system for UK early retirees until they had lived there for five years was a mistake by the French government. In my experience this group freely splashed their cash in the French countryside, buying houses, employing local tradesmen etc. The UK government ultimately picks up the medical bill for UK expats.
Before conjuring up a picture of aged British ex pats knocking up medical bills which are paid for by Britain, it would be usefull to clear up some misconceptions about the ex pat population in France. Namely, only 22.5% of them are pensioners. The vast majority of British living in France are working there - with 55,000 aged between 25 and 54, 11,000 being under 24. Try again SH. the picture is completely different to the way you are presenting it.
I can only speak from experience. Where I lived there were many early retirees, not working in the French system or had businesses / rental properties trading in the UK. These people contributed greatly to the local economy by spending freely. If France has messed up by discouraging this group then the present disintegration of country life in France will only hasten. Most countries go out of their way to encourage high net worth individuals by offering advantageous tax arrangements, maybe Macron will see the sense in attracting them back again.

I don't think there is any doubt that they will be bad. This is just a case of the Tories picking and choosing when to hide behind purdah rules - rules they conveniently forgot about during the Independence referendum campaign.

Lots of Conservatives are extremely unhappy about the proposed unlimited personal liability in care costs. If implemented this will result in much more downsizing and a boom in expensive cruises to limit the affect on individual's estates. This is a policy you would expect from the extreme left.
