Tell me more. I have been partially deaf in my right ear (can't hear a word if I hold a phone to it, without my hearing aid) since birth, and my left ear is now well below "normal", (also now needing a hearing aid) yet have never been aware of a discount rail card for being partially deaf. Not trying to be too personal, but does it have to be a particular problem, before entitlement kicks in?
