Arguable. You wouldn't say that any of them are a massive step up though, in my opinion. They've got a lot of good players, but their balance is awful. They're overloaded in some positions and totally lacking in others. Lots of older players, too. I expect Mourinho will be looking to do a lot of business in the summer. Replacing Ibrahimovic has to be a priority if he goes, though. How much cash does that leave for other areas?
it is subjective and obviously I have a Spurs bias, but there certainly is no player in their squad that would be an absolute shoe in, and I don't think that has ever been the case before that I can remember in my lifetime!

Style of play is an important factor. Mourinho is still playing the van Gaal way - slow tempo, possession football. Martial and Rashford have pace to burn. Is it utilised? No Mata is great on the ball. Why does he play wide right? Which midfielders run beyond Ibrahimovic to get extra bodies in the box? None Where do the goals come from if Ibrahimovic doesn't score? The tactics/formation are all based on being hard to beat. It means the team lacks a cutting edge game after game. So many dropped points in home games where we have dominated possession, but had nobody to take one of many chances to win the game.
